yes - but you’ll have to go through the apple volume purchase program (which exists for business and education)
I don’t actually know much about the specifics - but after you sign up and purchase whatever bulk apps you want, you distribute using the mobile device manager (from apple)
I’ve never used the volume purchase program or MDM, and I don’t know the limitations (I see minor evidence that there’s a good chance that you can only use MDM with iOS 7 and higher… but that’s just at first glance)
